On October 15, 2025, the Federal Cabinet adopted the 'Federal Government's Microelectronics Strategy: Research, Skilled Workers and Manufacturing for the Microelectronics Ecosystem in Germany', which was jointly submitted to the Cabinet by the Federal Ministry for Economic Affairs and Energy (BMWE) and the Federal Ministry of Research, Technology and Space (BMFTR). The aim of the strategy is to increase Germany's attractiveness as a microelectronics location and to bring together research, skilled workers and production.
The measures can be divided into six interlinked fields of action: Expanding chip design capabilities, accelerating the transfer of research results to manufacturing, more skilled workers, better qualified skilled workers, creating incentives for investment and expanding European and international cooperation.
The strategy is based on the following three central motives:
- Expanding existing economic and technological strengths, particularly where European capabilities are indispensable in global semiconductor value creation.
- Developing new microelectronics technologies on the basis of research aimed at promoting the development of the next chip generations and opening up new microelectronics applications economically.
- Strengthening the resilience of existing supply chains through targeted measures based on a security and risk analysis, beyond a mere focus on capacity building and market share. The relevance of microelectronics for security and critical infrastructures as well as for other key technologies such as AI or quantum technologies will also be taken into account.
