The German Association for Water, Wastewater and Waste (DWA) in Hennef has published the leaflet DWA-M 1000 "Requirements for the qualification and organization of operators of wastewater treatment plants". Operators of wastewater treatment plants have the task of operating them in such a way that the requirements of the Water Resources Act, Chapter 3, Section 2 "Wastewater disposal" and in particular §§ 60 and 61 are complied with.
This leaflet describes the requirements for the qualification and organization of persons responsible for the operation of wastewater treatment plants, the persons employed and the persons responsible for the planning, construction and operation of wastewater treatment plants as well as the safety and operational issues for the planning, construction and operation of wastewater treatment plants.
The aim is to create a basis for safe, reliable, environmentally friendly and economical wastewater disposal in accordance with legal and technical regulations. Essential prerequisites for compliance with legal and technical requirements as well as customer quality requirements for wastewater disposal are
- appropriately efficient facilities and wastewater treatment plants
- socially competent and far-sighted management
- proper and orderly operation
- sufficient and qualified personnel
- well-functioning quality assurance measures
- economical operation
- continuous further development

The following changes have been made to the DWA-M 1000 (8/2012) leaflet:
- Adaptation to changes that have occurred in the meantime with regard to laws or technical regulations
- Adaptations with regard to the guidelines associated with the leaflet
- Adaptations with regard to changed job titles
This Code of Practice was prepared by the DWA Working Group WI-5.1 "TSM Wastewater" on behalf of the DWA Main Committee "Economics". It is aimed at all persons responsible for the planning, construction, operation and maintenance of wastewater systems.
With the publication of the leaflet DWA-M 1000 (1/2020), the leaflet DWA-M 1000 (8/2012) will be withdrawn.
